So Ireland is going to focus more on restorative
justice the next few years. Why? They've announced
that the 3400 or so people they have incarcerated
is just way too many. 3400. 3400? 3400. Wow, too
many? Too many?? Wow. Picky, picky. We've got what,

SCENE REPORT: tHE lOCAL eINSTEIN bAGELS.

"Spinach florenTINE, wow!"
"And six-CHEESE. Oh, my. God!"

These are bagels they're looking at. Two women who
WERE in front of me in line. They looked at me and
suggested I go ahead of them if I already know what
I want.

I oblige.

"Ooh, hashbrown STACKS," one says. 
"It's like a little muffin full of potatoes," says
the other.

Yup, I'm at the local Einstein, waiting for a bike
repair to finish up on my '92 Giant Yukon. Actually
the repair's done, but I'm having adjustments made
from the "test ride" period.

Oh well, goes with the territory. Spinning it around
on the lift, taking a test ride, and riding all-out 
for a day or two are each different. Each tells a 
different story, so to speak.

You really need to ride all out to know what's up.

I did a google news search for "chief charles ramsey"
and the 3rd or 4th hit was "Swisher named city's acting 
police chief." I got so excited. But no such luck. It was
a South Carolina story authored by a MIKE RAMSEY

I'm still predicting that DC Police Chief Charles Ramsey
resigns before September 1st. But this morning I thought
it had already come true.

But no such luck.

This story about Swisher brought new wrinkles to some
analysis I've been doing.

You see, Swisher was named acting police chief by an
interim city manager.

Put that in the context of the fact that half of the
DC City Council not only disputes Ramsey's pay raise
but disputes him in ANY kind of leadership roll in the
first place.

Put it next to the fact that half the membership of his
police force at large, doesn't have much room in their
heart for him either.

Also take a peek at the fact that he's got dozens of
"bad cops" on administrative leave at any given time.
Essentially paid vacations. But where is the money
going to come from? Chief brags about the fact that
he's raised 13million extra dollars from the federal
government since Sept 11th. 13M that he can play around
with any way he sees fit, but he announces it as
overtime for his patrolmen.

There seems to be a crisis in DC. Some kind of chaos
that almost looks like the whole system is falling apart,
right?

Well that too can be put into a wider context. Check this
out. DC isn't the only place where a police chief, a mayor
and a city council are all at war with each other. It's
not the only place where interim people appoint acting
people.

Frankly it looks like:

NO ONE'S HOME.

Here's a journal note I made yesterday morning while
reading the NY Times in a coffee shop. That should help
you start your research further into this if you care to
help.

Looks like Detroit's Mayor, Police chief and City Council
are in chaos too. I say we all just keep screaming out loud,
litigating, dancing in their faces, etc. They'll eventually
eat each other alive.
Wow. Tacoma police chief David Brame shot his wife and
then killed himself.
Didn't St Louis have a police chief himself who'd been put
on desk duty or something?

ARE ANY OF THE POLICE CHIEFS OUT THERE
ACTUALLY ENJOYING THE RIDE? OR NOT??


Deaf man collects music degree

A MAN who has been deaf since birth is to receive a Bachelor of Music from
the Australian National University in what could be a world first. James
Kearney, who graduates today, was born with hearing loss of 90 decibels out
of 120, and the sounds he hears are distorted. Nevertheless, he remains an
enthusiastic and competent pianist. And he is thought to be the world's
first deaf person to graduate with a music degree.

Mr Kearney began studying veterinary science after he finished high school
and then decided to study music.
